2023年3月16日、韓国の尹錫悦（ユン・ソクヨル）大統領が来日して岸田文雄首相と会談し、シャトル外交の再開を確認しました。シャトル外交は、日韓両国の首脳が相手国を相互訪問して両国間の課題などを話し合うもので、2004年に小泉純一郎首相が訪韓、盧武鉉大統領との会談を行って以来、数度の中断と再開を繰り返してきました。しかし、李明博大統領が竹島に上陸した2012年以降、完全に途絶えていました。日韓関係は、竹島問題、慰安婦、元労働者（徴用工）、輸出管理などで事実上の絶縁状態となっていました。
尹大統領の訪日では、日韓の経済関係強化が主要課題となりました。経済産業省は、19年にいわゆるホワイト国から除外した韓国を輸出管理のグループAに昇格させる検討をはじめており、韓国はWTOの紛争手続きを停止することを提案しました。
また、日本政府は、5月19日から開催されるG７広島サミットに尹錫悦大統領を招待する考えを韓国政府に伝えています。G７は、フランスの第20代大統領ジスカール・デスタン氏が提唱したもので、戦勝国５か国が常任理事国となって国連を牽引することに業を煮やしたジスカールデスタン大統領が、米英仏に西独を加えることになったが、４か国中３か国が欧州となることを憂慮した米国が日本の参加を求めたことからG５として発足し、イタリアとカナダが加わりました。
しかし、日韓関係は依然として慰安婦問題や元徴用工問題などの歴史問題が引き続き存在するため、完全な改善には至っていない。
尹大統領は、日韓関係を改善するための取り組みを進める意向を示し、両国関係の発展に向けた努力を続けると表明した。
一方、岸田首相は、慰安婦問題や元徴用工問題などの過去の問題については、過去の合意を尊重する立場を堅持するとし、日韓関係の改善に向けての協力を求めた。
今回の尹大統領の来日により、日韓関係の改善に向けた一歩が踏み出されたが、歴史問題などの課題が依然として残っているため、今後も改善に向けた努力が求められる。
